NOTICE TO CONSULTANT ENGINEERS
REGARDING A REQUEST FOR LETTERS OF INTEREST

The Tennessee Department of Transportation (TDOT), an Equal Opportunity/Affirmative Action Employer, seeks to retain the services of professional engineering consulting firms to provide expertise in construction engineering inspection services on the projects described below. The scope of work will include but not be limited to construction inspection, surveying, and materials testing. The method of payment shall be cost plus percentage net fee. Projects may be withdrawn if anticipated funding does not become available.

Project No. 1      
I-40 Bridge over the French Broad River, in Jefferson County.

Project No. 2      
SR29/US27 from SR61 in Harriman in Roane Co. to N. of SR 328 in Morgan County.

Project No. 3      
SR-208/209, Washington Street at SR-209 to SR-208 at SR-3(US-51) in Ripley

Project No. 4      
Utility Coordination Services on Various Construction Projects on a Continuing Two (2) Year Contractual Basis, Statewide.

Firms may request consideration by submitting a letter of interest to Mr. Brian Egan, Civil Engineering Director, Construction Division, Suite 700, James K. Polk Building, 505 Deaderick Street, Nashville, Tennessee 37243-0348. All letters of interest must be received on or before 4:00 p.m. (Central Time) Friday February 17, 2012. The letter of interest shall indicate the scope of services anticipated to be completed by any sub-consultants. The sub-consultant shall be one that is prequalified by TDOT to perform the specific tasks required.  A pending prequalification status will be acceptable. Please specify for which project number(s) (1, 2, 3, 4, etc.) you are submitting the letter of interest. The contact person information should include an email address. Separate letters must be submitted for each project. The Department will evaluate the current prequalification statements on file for those submitting letters of interest and choose several firms who would make viable candidates from which to invite proposals and/or presentations. Please note: New or updated prequalification forms must be received before deadline for letters of interest. The factors that will be considered in evaluation of proposals are:

  1. Past experience in the required disciplines with TDOT and other clients.
  2. Qualification and availability of staff.
  3. Demonstrated ability to meet schedules without compromising sound engineering practice.
  4. Evaluations on prior TDOT projects, if available.
  5. Size of project.
  6. Amount of work under contract with TDOT.
  7. Whether the consultant can perform the work efficiently without compromising sound engineering practice.
  8. Other factors approved by the applicable Chief.
