- The Operations Planning Section provides traffic forecast data and analysis used during multiple phases of project development. This section also reviews traffic impact studies submitted to the Department by Metropolitan Planning Organizations and Local Governments and provides additional assistance when needed. The Operations Planning Section collects and analyzes all count data in the following forms: Turning Movement Counts, Speed Counts, Pneumatic Tube Counts and Vehicle Classification Counts that are used in the forecasting process. This section is responsible for the review and approval of all Engineering Consultant Count Data and Traffic Forecast Methodologies.

- The Short Range Planning Office has statewide responsibility for producing a variety of planning studies for use by State, Federal and Local agencies in the development and maintenance of highway infrastructure. The types of studies produced include: Transportation Planning Reports (TPR), Interchange Access Requests (IAR), Bridge Replacement Studies (BRS), and Road Safety Audit Report (RSAR). This section is responsible for the identification and management of a Team, made up of TDOT Staff, engineering consultants, and other state and local agencies that will investigate and develop possible improvements included in the study. These planning studies are an essential aide to the Department in establishing priorities and developing project budgets for inclusion in the 3 Year Transportation Improvement Program (TIP).
