Carolyn Stonecipher, P.E.
Director of Design

Carolyn Stonecipher is TDOT's Design Division Director. She has a Bachelor of Science in Civil Engineering and a Master of Civil Engineering from Tennessee Technological University, and is a licensed engineer. Her 35 year career began in 1974, working as the first woman in charge of a construction field office. Following that assignment, she worked in Information Technology and the Structures Division. In 1987 she moved to the Design Division where she served as Value Engineering Coordinator, Pavement Design Engineer, and manager of a headquarters roadway design unit. She became Assistant Director of the Design Division in 1999, where she served prior to accepting this position.
