Frank Horne |
Frank Horne is the Director of the Office of Incident Management. He is a 1971 graduate of Belmont University in Nashville. He began his career with the Department of Transportation in 1971 in the Project Planning Division. He has also served in the department’s Research, Programming and Maintenance Divisions. He has been instrumental in the development of many of the department’s essential motorist services programs, such as the Logo Sign Program, the Tourist Oriented Directional Sign (TODS) Program and most recently, the TDOT HELP Program, TDOT’s successful freeway service patrol. He became a Transportation Manager with responsibilities of managing the statewide HELP Program as the Office of Incident Management was created in 2000 and was instrumental in the development of the Strategic Plan for Highway Incident Management in Tennessee in 2003.
