Jim Moore is the Director of the Program Development Division. This division is comprised of three offices. The Program Development and Scheduling Office is responsible for developing transportation programs and establishing project schedules. The Local Programs Development Office is responsible for coordinating various state and federal programs with local governments. The Program Operations Office is responsible for establishing project funding authorizations, and serves as the liaison with the Federal Highway Administration.

Moore earned a Bachelor of Science Degree in Business from Middle Tennessee State University in 1971. Since joining TDOT in 1974, he has worked in Project Scheduling, becoming Manager of that section in 1990. He was promoted to Manager of the Program Development and Scheduling Office in 1998 and was named the Director of Program Development and Project Management in August, 2004.
