The Conceptual & NEPA Planning Office consists of two sections: Conceptual Planning Section and the NEPA Planning Section.

  • The Conceptual Planning Section is responsible for the preparation of location studies, corridor studies, planning cost estimates and other technical studies required for the preparation of planning documents. Preparing conceptual layouts for Road Safety Audit Reports and participating, as a team member, in the project site reviews. This section also provides public involvement support to the Short Range Planning Office, Project Safety Office and the Environmental Division by preparing project displays, improvement renderings and support staff.

  • The National Environmental Policy Act (NEPA) Planning Section is responsible for the analysis of impacts, alternatives, and mitigation measures for all major federal actions affecting the environment statewide. This office will also be involved in maintaining documentation aspects of NEPA, as well as monitoring the regulations and implementing procedures. This office provides documentation support to the Environmental Division by preparing avoidance plans for identified archeological, historical, and ecological sites found within a projects area of impact.  This office will also interact with Government agencies, private businesses, public interest organizations, and other groups involved during the early planning and project development stages to provide critical planning linkage to the NEPA process.
