The Short Range Planning Office consists of two sections: Initiation Section and Conceptual & NEPA Planning Section.

The Initiation Section has statewide responsibility for producing a variety of planning studies for use by State, Federal and Local agencies in the development and maintenance of highway infrastructure.  The types of studies produced include: Transportation Planning Reports (TPR), Interchange Access Requests (IAR), Bridge Replacement Studies (BRS), and Road Safety Audit Report (RSAR). This section is responsible for the identification and management of a Team, made up of TDOT Staff, engineering consultants, and other state and local agencies that will investigate and develop possible improvements included in the study.  These planning studies are an essential aide to the Department in establishing priorities and developing project budgets for inclusion in the 3 Year Transportation Improvement Program (TIP).

The Conceptual & NEPA Planning Section is responsible for the preparation of location studies, corridor studies, planning cost estimates and other technical studies required for the preparation of planning documents. Preparing conceptual layouts for Road Safety Audit Reports and participating, as a team member, in the project site reviews. This section also provides public involvement support to the Short Range Planning Office, Project Safety Office and the Environmental Division by preparing project displays, improvement renderings and support staff.

The National Environmental Policy Act (NEPA) Planning is responsible for the preliminary identification of impacts, the development of avoidance alternatives and alternatives, for all planning studies affecting the environment statewide. This office will also be involved in maintaining the early project development documentation aspects of NEPA. This office provides documentation support to the Environmental Division and will also interact with Government agencies, private businesses, public interest organizations, and other groups involved during the early planning and project development stages to provide critical planning linkage to the NEPA process.
