Road Safety Audit Reviews are conducted at locations where improvements may be needed to reduce injuries and fatalities.

RSAR projects are developed through three different processes:

1. Sites identified on the Highway Safety Improvement Program List.
2. Requests from Rural Planning Organizations (RPOs) and Metropolitan/Transportation Planning Organizations (MPOs/TPOs).
3. Sections of roadway identified through the project development process.

An example would be a project evaluated by a Needs Assessment or Transportation Planning Report (TPR) that did not qualify for full reconstruction, but crash history indicates a need for an RSAR at a spot, section and/or intersection.
