State Route 109 - Portland Bypass Project

Project Description

The Tennessee Department of Transportation is in the process of developing plans for a project known as the Portland Bypass. This project includes construction of a new segment of State Route 109 from the existing route, south of the City of Portland near State Route 76, bypassing the City of Portland and connecting back to State Route 109 north of the city in Robertson and Sumner Counties.

The proposed project is currently in the environmental phase of the process, which includes aerial survey. TDOT is working closely with state and federal agencies to complete this phase.

As a result of agency comments and input from the city and citizens, TDOT is taking a closer look at the project concept to see how the bypass will connect with existing roadways and what impact it will have on residential properties. This effort is expected to be completed by spring 2015.

Because of the additional review, the environmental public hearing will be planned for the fall of 2015. At that time, TDOT will be able to better identify the proximity of the project to local properties and how the local roadway system will function when the bypass is built.

Proposed Design

The Build Alternative selected includes construction of a four-lane, partial access controlled facility extending from existing SR-109 south of SR-76 northward to the existing SR-109 (North Broadway) north of downtown Portland. The southern end of the project will tie into the recently constructed four-lane segment of relocated SR-109 and the northern end will tie into the southern end of the proposed relocated SR-109 currently under design as part of the overall new I-65/SR-109 Interchange project. The Portland Bypass will complement the other improvements that have been completed or are currently being planned and/or developed along the improved SR-109 corridor from I-40 in Wilson County to I-65 in Robertson County.

Each of the four traffic lanes would be 12 feet wide. Outside shoulders would be 12 feet wide (10-foot paved, 2-foot gravel) and inside shoulders would be 6 feet wide (4-foot paved, 2-foot gravel). The ROW would be approximately 250 feet wide with some exceptions along the route. The design speed of the roadway will be 60 mph, but the actual posted speed could be lower based on input from local officials.
