TDOT Selects “No Build” Option on Knoxville Parkway Project

Notice of Intent for the Supplemental Environmental Impact Statement

Description

The proposed Knoxville Parkway would connect I-40/I-75 southwest of Knoxville, Tennessee to I-75 north of Knoxville. This route would allow vehicles to travel between either I-75 south or I-40 west and I-75 north without having to travel on the more congested sections of these two routes that lead into downtown Knoxville. The Parkway would also provide an alternate route for I-40/I-75 in case of emergencies or during construction or maintenance operations.The Parkway is proposed as a divided highway that could only be accessed at interchanges. It would provide a minimum of two 12-foot traffic lanes in each direction.The outcome of the Context Sensitive Solution Process was a Recommendation by the Regional Parkway Design Resource Team. Although an alignment with the Orange Route Corridor has been designated and approved as the Preferred Alternative, it has not been officially selected. Final selection of the alternative for this project would not be made until after the public and agencies have had the opportunity to review and comment on the information presented in the Supplemental Draft Environmental Impact Statement (SDEIS). A Final Environmental Impact Statement (FEIS) and Record of Decision (ROD) would be developed following approval of the SDEIS. If a “Build Alternative” is chosen and approved in the FEIS and subsequent ROD, work could begin on developing the Final Design of the entire project and right-of-way acquisition followed by environmental permitting and construction.

The Tennessee Department of Transportation has elected to employ a Context Sensitive Solutions process to use public input in defining an alignment and selecting appropriate design criteria to mesh the Parkway within the context of the corridor.
