What is the Context Sensitive Solutions (CSS) process?
Any highway design requires balancing various interests including safety, economy, aesthetics, environment, and utility as well as others. Controversy usually centers around deciding the relative weights of these factors for a given situation. The Context Sensitive Solutions process seeks to actively involve the public in the decision making process so there is consensus on the resulting design.

The Context Sensitive Solutions process for the Knoxville Parkway included a Design Resource Team and Public Workshops.

The Regional Parkway Design Resource Team was made up of 18 individuals representing various communities, local governments, and other organizations with an interest in the project. The team met with the design consultants for the various sections of the project. The Regional Parkway Design Resource Team reviewed and commented on the design concepts developed by the consultants in order to arrive at a solution that fit the local situation. The Team made their final recommendation to TDOT in April 2006.

At various stages in the process, the Regional Parkway Design Resource Team held Public Workshops where everyone was invited to view the progress of the designs and make comments. At anytime during the process individuals could contact a member of the Regional Parkway Design Resource Team to voice an opinion or ask a question.
They could also call or email the Knoxville Parkway Hotline.

Speakers Bureau - In addition to Public Workshops, groups also requested informational presentations.

The Date, Time, and Location of the Regional Parkway Design Resource Team Meetings and Public Workshops were posted here, as well as through local media, as they were scheduled.
