In April 2008, TDOT announced that the Blue alignment will be designed
for the entire project

The termini of US 127 North (State Route 28) project is from north of Interstate 40 to State Route 62 in Clarkrange, Cumberland and Fentress Counties. The project is divided into four design sections:
- Section 1 –From north of I-40 to Near Lickfork Creek, Cumberland County
- Section 2 – From near Legion Road to near Hollow Lane, Cumberland County
- Section 3 – From near Hollow Lane to near Lowe Road, Cumberland County
- Section 4 – From near Lowe Road in Cumberland County, to SR-62 at Clarkrange, Cumberland and Fentress Counties.
The Sections 1-3 of the project generally follow the existing route.
The bridge over Clear Creek, shown in Section 4, is relocated on new location to the east of the existing alignment. The north terminus of Section 4 is located at the existing intersection at State Route 62 in Clarkrange.
