This project involves improving SR 28/ US 127 from State Route 62 (SR 62) in Clarkrange to the improved four-lane section of roadway approximately three miles north of Grimsley in Fentress County, Tennessee. The purpose of the project is to develop a route that improves the transportation link between the Fentress County Seat of Jamestown and Interstate 40. With the completion of this project and the US 127 North Project (from Interstate 40 to SR 62) which is currently under study a continual four-lane roadway would be provided from Interstate 40 to Jamestown, Tennessee.
This project is a segment of a feasibility study initiated at the request of elected local officials in 1999 and subsequently completed in 2000.

The purpose and need for the project was developed using input received from local officials, the public and local, state and federal agencies contacted during NEPA Initial Coordination (scoping). TDOT conducted scoping for the project in June 2008.
